COMPANY OF ASSIGNMENT: Kentucky Department for Public Health
PURPOSE: Supervise employees and coordinate the administration of the Drug and Supplement Branch activities including: Hemp-Derived Cannabinoid, Kratom and Dietary Supplement products and services for a major public/environmental health branch.
Control and coordinate the work of employees providing public/environmental health services to the residents of Kentucky; and perform other duties as required.

REPORTING RELATIONSHIP: Assistant Division Director
This position is in the Food Safety Branch, Division for Public Health Protection and Safety, Kentucky Department for Public Health.
This is a full time position 37.5 hours per week. Salary Range is $5,415.43 per Month Grade 16
SUPERVISORY RESPONSIBILITIES: Yes
PROBATIONARY PERIOD: This job has an initial and promotional probationary period of 6 months.
PRINCIPAL RESPONSIBILITIES:
1. Responsible for specific duties as assigned, e.g.,
a. Supervise employees and coordinates the administration of all programs and services for a major public/environmental health program branch.
b. Control and coordinates the work of employees providing public/environmental health services to the residents of Kentucky.
c. Work frequently with law enforcement officials.
d. Communicate with industry/operators regarding enforcement actions.
e. Monitor program status through reports, staff meetings and on-site visits.
f. Assess the need for training and requests that appropriate training programs be developed and implemented.
g. Monitor program budget and participates in the formulation of the branch’s budget request.
h. Develop new programs and assists with and defines program goals, objectives, accomplishments and problem areas.
i. Implement changes to program operations as a result of changes in administrative regulations or to improve program performance. Develop performance improvement reports to monitor and evaluate program performance.
j. Develop and recommend changes to administrative regulations, policies and procedures pertinent to branch operations.
k. Provide communication and education to industry, other agencies and the public.
l. Evaluate the performance of employees. Provide counsel to problem employees and initiate disciplinary action when appropriate.
m. Participate in implementing all phases of employee recruitment and hiring including, creating job descriptions, conducting interviews and making recommendations on potential employees.
n. Recommend promotions and salary advancements.

MINIMUM REQUIREMENTS:
Education: Graduate of a college or university with a bachelor’s degree with a minor or twenty- four (24) semester hours in environmental health, biological science or physical science; OR, registration as a Kentucky Environmental Specialist/Sanitarian.
Experience, Training, or Skills: Must have four years of administrative experience in public/environmental health programs or closely related field.

Special Knowledge and Skills: This position requires excellent oral communication skills; ability to collect, organize, analyze findings and apply to regulation, excellent technical report writing, public presentation skills, and excellent interpersonal skills. Highly organized with ability to prioritize work, and adapt to frequent changes in regulations and staffing. Must have above average proficiency using standard professional computer software applications.
WORKING CONDITIONS: Work is typically performed in an office setting. However, travel will be required when making on-site visits and employees in this class will be exposed to the same environmental conditions as those in the regulated industries.

PHYSICAL REQUIREMENTS / JOB HAZARDS:
1. Current TB skin test indicating no evidence of communicable disease.
2. Possible contact with bodily fluids.
3. Possible contact with chemical solvents.
4. Must have good visual acuity.
5. Some physical effort may be required in this position such as stooping, bending,crawling, climbing and some lifting of objects in excess of 50 lbs.
6. Must be capable of wearing and working in full personal protective garments and equipment for extended periods of time.
Additional Requirements:
• This position requires a clean drug screen prior to and randomly throughout employment.
• Must possess a valid driver’s license.
• Background checks conducted prior to hire and updated annually.
• Position may require variations in hours to meet project deadlines to include overtime.
• Local and out of state travel for training, conferences, and workshops.
• Must maintain completion of compliant refresher training as necessary according to assigned job duties.
• Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification.
• Obtain and maintain FDA Certificate of Commission or Credentials.
• Must be registered as an Environmental Health Specialist/Sanitarian under the provisions of KRS 223 within twelve (12) months of appointment and maintain this registration for the length of employment in this job title. http://www.chfs.ky.gov/dph/ sanitarians/
